Family and friends can set up a Prepaid Collect account in two ways:

This site provides information on how to receive calls from inmates at the Arizona Department of Corrections (ADC).

ADC has contracted with ICS Corrections to provide calling and account billing services to inmates. Recipients of these calls may include friends and family members.

Please note: Called parties must submit an application and be approved to receive phone calls from ADC inmates.

Friends and family members can establish Prepaid Collect calling accounts to pay for inmate calls to their phone number. Accounts can be managed by phone or internet. Inmates can also purchase phone time through commissary. Please see Available Services for more information.

Prepaid Collect
Provided through ICS Corrections' billing agent ICSolutions, Prepaid Collect allows you to receive inmate calls to your specific phone number. No monthly spending limits.

Calls can be completed to cell phones, internet phone services, or other services which do not provide Traditional Collect billing.

Note: If you accept a call from an ADC inmate and have not already established a Prepaid Collect Service, you will receive one complimentary 60-second call and then be automatically routed to a customer service agent.

Direct Billed

Available only to attorneys and bondsmen, Direct Bill enables high volume customers to pay for calls using a separate monthly bill. Direct Bill customer service is available at 800-464-8957.


Debit (Inmate-Prepaid)

Debit services are purchased directly by inmates through commissary, using funds from their ADC trust account. Click here for more information on how to fund a trust account for an ADC inmate.

Debit calling can be used by the inmate to call any number approved by their facility.

Fees
Transaction Fees

Provider-imposed ancillary transaction fees have been eliminated by ADC. This elimination includes transaction fees for purchasing Prepaid Collect Services using a credit/debit card.

Please note that if using Western Union to purchase Prepaid Collect services, Western Union will charge a fee of $5.50 when using its SwiftPay product. No additional fees are imposed by ICS Corrections on top of these negotiated charges.

Who do I contact about receiving calls from Arizona Department of Corrections (ADC)?
As noted above, called parties must submit an application and be approved to receive phone calls from ADC inmates. Click here for application rules. If you have been previously approved to receive calls from ADC inmates, you do NOT need to re-apply. Once approved, called parties do not need to take additional action to receive calls from an ADC inmate. Calls can be received using any of the three methods described below.

Each time an inmate/offender/resident attempts a call to your number, the system requires your positive acceptance prior to allowing the call to go through. The system also allows you to deny the call or block future calls to your number, in addition to offering the opportunity to hear a rate quote for the call.

Once they are approved to receive calls by ADC, friends and family members do not need to contact anyone further. Payment options will either be presented at the time calls are accepted, or through other methods as described below. Three primary methods of payment are available:

Prepaid Collect Calls

  • During your first accepted call you will be automatically be given the opportunity to set up an account with a customer service representative. Alternatively, called parties can contact ICS Corrections' billing agent ICSolutions at 888-506-8407 or www.icsolutions.com.
  • Taxes are separate from the Prepaid Collect balance.
  • Purchases are posted on the same day.

Debit Phone Time

Debit services are purchased directly by inmates using funds from his/her trust or commissary account. Click here for more information on how to send money to an ADC inmate.

Can I receive calls on my cell phone?
Yes. You may accept calls on your cell phone by setting up a Prepaid Collect account through ICS Corrections' billing agent ICSolutions, by calling 888-506-8407 or visiting www.icsolutions.com. Debit (inmate-paid) calling also allows calls to cell phones.
How do I purchase Prepaid Collect calling services?

There are Three Ways to Purchase Prepaid Collect Services:

  • Online: The fastest and easiest way to purchase prepaid phone services is by using the Online Payment Processing Service. This service allows you to conveniently purchase prepaid phone services using a credit or debit card. As soon as your payment is complete, your inmate has access to the services just purchased.
  • By phone: Toll-free customer service is available 24/7/365 at 888-506-8407.
  • By mail: To purchase Prepaid Collect phone services using a certified check or money order (we are sorry, but personal checks are not accepted), please mail to:

Who do I contact to block or unblock my number from Arizona Department of Correction inmates?

Blocks on Phones

When you receive a call from ADC inmates, you will be given the option to to refuse that call. Additionally, you will be given the option to block all future calls from ADC.

If a called party inadvertently blocks their phone number in error, please call ICS Corrections' agent ICSolutions at 888-506-8407.
Who does an inmate contact if they are having problems completing calls?
The Inmates complete a form provided by ADC and place it into a drop box for resolution.
What other restrictions are there on calls from ADC inmates?
The following restrictions may be applied by the ADOC to inmate calls:
  • Limits on length of calls.
  • Limits on number of calls to the same number in a given length of time.
  • Call monitoring, recording, and inmate voice validation (in order to place calls).
  • Blocks on types of phone numbers (such as 800 numbers) or selected phone numbers.
  • Temporary or permanent denial of phone usage rights for such reasons as disciplinary problems, or requests by a called party.
How does a released inmate get a refund on their debit account?
Release cards issued to inmates upon release shall contain the balance of account which includes Spendable, DDA, Retention and Discharge monies. The inmate phone account monies will be posted to this release card to complete the phone account refund process.
How do I get a refund for unused prepaid services once my loved one is released?
Simply call ICSolutions at 888-506-8407. Written requests can be mailed to:
  • ICS Corrections, Inc./ICSolutions
  • Prepaid Collect Refund Request
  • 2200 Danbury Street
  • San Antonio, TX 78217
  • Include your name, address and the phone number associated with the Prepaid Collect account.
  • Please also allow up to eight weeks for refunds by mail to be received.
Why was my call disconnected?
Calls can disconnect for a variety of reasons including:
  • Accepting call waiting
  • Using a cell phone
  • Using a cordless phone
  • Placing a call on hold
  • Security reasons within the facilities
Once Prepaid Collect services are purchased, how long does it take before I can receive phone calls?
Once prepaid phone services are purchased, calls can be accepted almost immediately thereafter.
My phone call was inaudible or was disconnected prematurely. How can I get a refund for the cost of that call?
For Prepaid Collect customers, please call 888-506-8407. Our representatives can investigate technical problems with your phone call, including listening to the call recording to determine the cause. If it is determined that the problem was not caused by another external factor (for example, a bad cell phone connection), our Customer Care Representative can credit phone services back to the account that was used for the call.
How do I communicate with Inmates when I have an international phone number?

All international calls are paid for by the Inmate’s Debit Account.

The calling rates for international calls are changed quarterly to comply with the FCC regulatory requirements. The updated rates are based on the actual cost to connect calls to each individual country plus $0.07 per minute.
