Federal & State Prisons
Most U.S. prisoners are housed in one of three systems: Federal, State, or County.
Federal prisons most often house people who have been convicted of federal or interstate crimes; crimes committed on the high seas, crimes committed against banks, federally insured credit unions or post offices and crimes committed against a federal officer, such as an FBI agent. State prisons generally house people who have been convicted of crimes requiring sentences that last a period of several years or more. County jails are usually run by local law enforcement and house pretrial detainees who are awaiting trial, or people serving a short sentence (usually two years or less).

Federal inmates are easy to locate. The Federal database includes all federal inmates from 1982 to present, and provides the inmate’s age, race, release date, and current location.

What can be sent by mail
Arkansas Department of Corrections (ADC) scans all incoming mail, prints, and forwards to the recipient. Recipients will receive only two sheets of 8½ x 11 inches of copy paper (double sided), which will include a copy of the envelope and three pieces of the correspondence. Only black and white copies will be made, and no cards, larger size paper, or anything else will be manipulated to fit on the copy paper. Additionally, any general correspondence that exceeds these limits will be treated as contraband; the inmate will have thirty (30) days to pay for return postage or it will be destroyed.
All books, magazines, newspapers and catalogs must be mailed directly from the publisher, bookstore, educational institution, or recognized commercial or charitable outlet. No food or care packages may be mailed into an inmate.

Correspondents may send prisoners letters (not more than 10 pages in one envelope), cards (without embellishments such as stickers or glitter), photographs (limited to 10 per envelope and not larger than 8” x 10”), drawings, children’s schoolwork, articles cut from newspapers or magazines, etc. Correspondents may not send the following directly to a prisoner: books, magazines, newspapers, or packages; such matters must be sent through approved vendors and the prisoner can advise his/her family and friends about that procedure. All mail should be addressed to the prisoner with his/her full name, his/her CDCR number, his/her housing, and the address of the prison.
CA inmates can receive stamps and/or stamped envelopes included with letters (limits vary from one to two books, so check with the inmate if you’d like to do that).

On September 27, 2022, Governor Gavin Newsom signed into law Senate Bill (SB) 1008, the Keep Families Connected Act. This bill requires all state prisons and local detention facilities in California provide voice communication services to incarcerated people free of charge to the person making and receiving the communication.

- Offender Name – Please use the offender’s commitment name. Offenders may receive mail that identifies them by a legally changed name IF the offender’s commitment name is listed first followed by the legally changed name.

- Return address OR Jpay letter ID for offender e-mail
E-mail allows a person to send an electronic message to an offender housed in one of our facilities. The e-mail system uses JPay. To send an e-mail to an inmate please visit JPay to create an account. Before you can send an e-mail you will need the inmate’s DOC number. PLEASE NOTE at this time, offenders may only respond to e-mails via regular U.S. Mail.

Offenders may receive letters (no packages) and photos (no Polaroids or nudity) from family/friends. Personal letters will be opened and searched for contraband; unacceptable items will be returned to the sender or given to proper authorities. Offenders with funds must purchase envelopes and postage from commissary; no stamps or stationery will be accepted. Offenders may send out packages (i.e. hobby crafts, excess property or contraband) at their own expense. Offenders without funds (indigent) will be provided stationery and postage for one personal letter per week. The facility resource center staff or designee will handle all incoming or outgoing legal mail.

The IDOC website does not show rules for correspondence, so for your first letter use plain white paper (lined is okay) and envelope, no glue, tape, or stickers on the letter or envelope other than postage stamps. Ask your adoptee what the correspondence rules are for his/her facility. No labels/stickers/tape/whiteout.

Inmates can receive correspondence, legal mail and publications, which are reviewed to determine whether they are obscene or constitute a danger to safety and security. The institutional Publication Review Committee reviews all publications that are not on the approved list, and will disapprove materials that do not meet criteria. Inmates can receive publications, including books, periodicals, magazines, newspapers and catalogs in accordance with department regulations. Inmates can receive publications from a vendor, friend or family. There is no limit through the mail. Publications brought to the facility shall be limited to 5 per visit.
Guidelines need to be followed for envelopes and packages.
- Envelopes that are padded with clear bubble wrap will be accepted. Envelopes that have this type of padding can be easily scanned.
- Envelopes padded with gray diamond dust and corrugated cardboard boxes mailed from family and friends will not be accepted and will be returned to the sender without being opened.

An inmate may receive a standard white envelope, 9.5 by 4 inches or smaller, from a sender. The envelope may have metered postage printed on it, but shall not have any stamp. An inmate shall not receive more than three (3) envelopes.
The following items are considered contraband and are not allowed:
- Address labels, stickers, homemade cards, musical cards, non-white envelopes or paper, paintings, tracing paper, pages from coloring books, drawings in colored ink, marker, crayon, glitter, raised decorations, paint or the use of white-out, glue or any other liquid form.
- Stamps, blank envelopes or stationary, money orders, cash or checks.

At present, there are more than 36,000 offenders serving time for state felonies. Louisiana simply doesn’t have the capacity to house all of these offenders in state correctional facilities. Capacity at state facilities is just under 19,000. Therefore, the state relies upon parish and private facilities throughout Louisiana to house and care for offenders. The state reimburses these entities for housing offenders.

FFPI is a fellowship of persons who have friend(s) or family member(s) that are incarcerated in a state, county, or federal facility. The group is for the benefit of the family or friend to help them deal with the emotional upset of having a family member or friend in prison.

Sending mail to an inmate- Mail Policy Inmates may receive mail. Letters can be up to ten (10) pages in length. Inmates can receive up to two (2) packages from an NHDOC authorized vendors during the holiday season as part of an arrangement with approved vendors. The inmate will be apprised of who those vendors are at the appropriate time. Throughout the calendar year books or magazine subscriptions can be sent directly from recognized mail order companies or publishers. The receipt must be included within the package or it will be returned to the sender. The number of items allowed in the inmate’s housing unit is based on which unit the inmate resides in. Certain items are not permitted to enter correctional facilities. All other offender purchases must be made by the inmate from the facility’s canteen. Outside purchases of similar items are prohibited.
E-mailing an inmate – Inmate Email policy Inmates can receive e-mail through a contracted vendor. The inmate’s e-mail address must be obtained directly from the inmate. Inmates do not have access to the Internet.

Inmates can receive money in the mail in the form of a personal check or money order only. The Department does not accept electronic money transfers. You cannot send an inmate cash in the mail. The check or money order must be made payable to the Inmate’s name and identification number. Your name and complete return address should be written legibly on both the envelope and on the money order/check. If the check or money order is not legible it will be returned to sender. The check or money order will be deposited into the inmate’s account. An inmate’s account can have up to $1,000 in it. There will be a 30 day hold on personal checks.

Phoning an inmate- Phone Policy Telephone calls are a privilege. Inmates can call you collect. The recipient will be charged a connection fee as well as a per-minute fee. The proceeds benefit the inmate recreation fund. Inmates can have up to twenty (20) individuals on their calling list. Inmates can establish pre-paid accounts or debit accounts but cannot have pre-paid calling cards or cellphones in their property. To be removed from an inmate’s calling list please contact the institution.

The New Hampshire Department of Corrections Recreation Offices work with Union Supply Direct to buy items such as shoes, clothing, electronics, and other allowable items. You may also purchase pre-approved food items for C-2 and C-3 inmates once a year through Union Supply Direct during the Summer Incentive-Based Package Program. Visitation
Visiting an inmate – Visiting Policy Visiting policy memorandum from Commissioner William Wrenn
Visiting is a privilege. Inmates are authorized two visits weekly between Sunday and Saturday. Visits from attorneys, clergy, or other “official” visitors are not counted against this quota. All visitors must be approved by New Hampshire Department of Corrections staff. Inmates will be authorized an unlimited number of family members on their visiting lists. All visitors will undergo a criminal background check prior to approval.
• Inmates must request that a prospective visitor be placed on his/her list. All visitors must fill out a visitor’s application and send it directly to the inmate.
• Visitors under the age of 18 must be accompanied by an approved adult family member or other legal guardian on the inmate’s visiting list.
• Inmates must provide the visitor’s full name, address, phone number, date of birth, and identifying number (driver’s license, military ID, non-driver ID). The inmate must certify that no court or parole board has ordered the inmate to refrain from contact with the prospective visitor. This process takes approximately 3 weeks.

• The application for an “official” visitor can be found on pages 16-17 of the above listed policy.
• The Department enforces a dress code for visitors.
Inmates in the Reception & Diagnostic (R&D) Unit get one visit per week after they are medically cleared and until such time as they receive a permanent housing assignment. Visiting hours are available by clicking on the links below.

Funds sent to an inmate must be in the form of a certified check or money order. The certified check or money order should indicate the inmate’s name and their five (5) digit Corrections number. The sender of the money must be on the inmates approved visitor list for the inmate to receive the money. All monies received in proper form are deposited into the inmates account. The inmate will be advised of this deposit through a receipt.

Inmates must request to have your name placed on their visiting list. A visiting application will be sent to you for completion. The questionnaire is to be filled out completely and accurately. When the application is returned, it will be reviewed for an approval or denial in accordance with visiting guidelines. Your name will be added to the visiting list once it has been approved.

You can write to Texas inmates two ways, either with regular USPS mail using the facility address (see TDCJ Unit Directory), or with Jpay (see link below). Inmates can only respond via USPS.
All mail (paper mail and Jpay mail) is scanned for contraband before delivery. Stamps and blank stationary are not allowed inside envelopes.
Create an account on Jpay using the inmate’s state and ID#. Purchase “stamps,” compose and send your message. Cost of stamps varies from state to state, Texas stamps are 47 cents, and messages cost one stamp per page and/or attachment (images and ecards are printed in black and white). Messages are printed and delivered to inmates M-F during regular mail call times. Inmates cannot email out. Contact us for information about how to save 65% on Jpay stamps.
